Ordinances

All ordinances are first prepared by the Township Attorney at the direction of the Council or the Mayor.

Prior to introduction, each proposed ordinance requiring or permitting administrative action may be submitted to the Business Administrator and the appropriate Department Head(s), each of whom provides the Council with an opinion as to the administrative implications of the proposed ordinance.

An ordinance may be introduced by any member of the Council. Each ordinance is limited to a single object, which is expressed in its title.

All ordinances must be introduced, seconded, read, heard and enacted in the manner provided by general law.

Each ordinance passed by the Council is delivered by the Clerk to the Mayor who has ten days to either approve the ordinance by signing it or reject the ordinance by returning it to the Council along with a statement of his or her objections.

No ordinance can take effect without the Mayor's approval unless the Mayor fails to return an ordinance to the Council within ten days or the Council overrides the Mayor's veto by a two-thirds vote of all members of the Council.

No ordinance, other than the local budget ordinance, can take effect less than twenty days after its final passage by the Council and approval by the Mayor, unless the Council passes a resolution declaring an emergency and at least two-thirds of all members of the Council vote in favor of such resolution.
